Imphal, September 2: The Manipur Legislative Assembly on Wednesday unanimously renewed its demand for an update of the National Register of Citizens (NRC) in the state before the next Census, putting the issue once again at the centre of the Assembly’s deliberations.
The resolution, moved by Chief Minister and Leader of the House Yumnam Khemchand Singh during the evening sitting of the 8th session of the 12th Manipur Legislative Assembly, reaffirmed resolutions passed by the House on August 5, 2022 and March 1, 2024.
The House urged the Government of India to update the NRC in Manipur before conducting the Census, stating that the exercise was in the interest of the state in particular and the nation in general. The resolution was passed unanimously.
The move came amid continuing concerns in the state over population-related issues, border security and the protection of Manipur’s territorial integrity.
Replying to a Calling Attention Motion raised by MLA K. Ranjit Singh, Home Minister Govindas Konthoujam said the people of Manipur and the state government remained firmly determined to protect the integrity of the state.
On concerns surrounding an alleged land-swap deal between India and Myanmar, the Home Minister said there was no official report regarding any such deal. He further informed the House that a majority of the fencing along the international border had been completed.
Responding to another Calling Attention Motion raised by MLA K. Meghachandra, Konthoujam appealed for collective responsibility and a sense of humanity to restore peace in the violence-affected state.
He also called upon religious and community leaders to play a proactive role in addressing the trust deficit among communities and supporting efforts to rebuild peace.
Meanwhile, Chief Minister Khemchand presented the First Batch of Supplementary Demands for Grants for 2026-27 amounting to Rs 3,861 crore. The demands cover 31 grants and one appropriation.
Of the total amount, Rs 12 crore is charged on the Consolidated Fund of the State, while Rs 3,849 crore is proposed to be voted by the Assembly. The Chief Minister said around 90 per cent of the provisions under the supplementary demands were linked to Centrally Sponsored Schemes, NABARD and Externally Aided Projects.
He said the allocations reflected the state government’s continued efforts to mobilise centrally supported and external resources for development programmes and ongoing projects.
The Assembly also witnessed the introduction of several government bills by the Chief Minister, including the Manipur Town and Country Planning (Sixth Amendment) Bill, 2026; the Manipur Conservation of Paddyland and Wetland (Third Amendment) Bill, 2026; the Manipur Goods and Services Tax (Tenth Amendment) Bill, 2026; the Manipur AYUSH Council Bill, 2026; the Manipur Right to Business and Investment Facilitation Bill, 2026; the Manipur Shops and Establishments (Regulation of Employment and Conditions of Service) (Amendment) Bill, 2026; and the Manipur Unified (Trade, Shop and Establishment Licensing) Bill, 2026.
Deputy Chief Minister Nemcha Kipgen introduced the Manipur Panchayati Raj (Ninth Amendment) Bill, 2026, while Home Minister Govindas Konthoujam introduced the Manipur Fire and Emergency Service Bill, 2026.
The Assembly was adjourned and will resume at 11 a.m. on Thursday, September 3.
