Senapati, May 20, 2026: The Naga Women’s Union (NWU) has submitted a memorandum to Prime Minister Narendra Modi seeking urgent intervention for the safe release of six allegedly abducted Naga hostages, justice for victims of recent violence in Manipur, and the abrogation of the Suspension of Operations (SoO) agreement with Kuki militant groups. The memorandum, submitted through the Deputy Commissioner of Senapati district on Wednesday, raised serious concerns over the deteriorating law and order situation in Manipur, alleging continued violence, insecurity and threats to civilian lives amid the ongoing ethnic conflict.

In the memorandum addressed to the Prime Minister, the Naga Women’s Union claimed that Manipur has been plunged into turmoil due to repeated incidents of violence, resulting in loss of lives and severe disruption to normal life. The organisation alleged that the recent abduction of 18 Naga civilians, including women, minors and an infant, from Leilon Vaiphei village near Saparmeina Police Station in Kangpokpi district on May 13, 2026, has deepened fears among Naga communities. According to the memorandum, while some abducted individuals were reportedly released on May 15 in an exchange arrangement, the whereabouts and safety of six remaining male hostages remain unknown. The NWU named the missing individuals as Rev. Dr. Manu Thumai, Pastor Hempibou, Phenrongwibou, Phenringlungbou, Dilip, and Kaliwangbou.

The women’s body alleged that the abduction was carried out by armed individuals associated with Kuki militant groups operating under the SoO arrangement, and claimed the victims were forcibly taken while travelling to attend a wedding. The memorandum further alleged that eyewitnesses reported the hostages being violently dragged from vehicles in front of women, children and elderly passengers. Expressing concern over what it described as a growing security crisis, the NWU said the continued operation of the SoO agreement has allegedly enabled armed militant activities and weakened public confidence in peace efforts. The organisation demanded that the Government of India immediately review and terminate the agreement with groups accused of involvement in violence against civilians. The memorandum also sought immediate government action, including:
- Safe and immediate release of the six Naga hostages;
- Arrest and prosecution of individuals and groups allegedly involved in hostage-taking and killings;
- Justice for the killing of Wilson Thanga of Dollang village;
- Welfare, rehabilitation and protection of released women hostages;
- Abrogation of the SoO agreement with militant groups allegedly linked to violence;
- Strengthening of state security forces to protect civilians; and
- Restoration of peace, justice and normalcy in affected Naga areas.
The memorandum was signed by NWU General Secretary A. Hoibila and President Ch. Priscilla Thiumai, who appealed to the Prime Minister to intervene urgently to prevent further escalation of violence and ensure justice, dignity and rule of law in the state.
