Imphal, September 7, 2026: The Imphal Ring Road project is expected to gain momentum as the State Government has nearly completed the land acquisition process, Chief Minister Yumnam Khemchand Singh informed the Manipur Legislative Assembly on Monday.
Replying to a Calling Attention Motion moved by Opposition MLA K. Meghachandra Singh during the morning session of the ongoing 8th session of the 12th Manipur Legislative Assembly, the Chief Minister said the Asian Development Bank (ADB)-funded project had been delayed due to the law-and-order situation and difficulties in acquiring land.
The Chief Minister said Rs. 105 crore has already been paid as land compensation, while another Rs. 60 crore will be disbursed soon. However, land acquisition at Khurai Ipum Pat in Imphal East district is still pending.
He expressed hope that once the remaining land acquisition at Khurai Ipum Pat is completed, construction work on the ring road can proceed further.
According to the Chief Minister, the tendering process for the project has already been completed in accordance with ADB guidelines and approval. The State Government has also spent Rs. 189 crore as its share for the civil work component of the project.
He further informed the House that State PWD officials met with ADB officials in August this year to discuss and finalise the modalities for taking the project forward.
Responding to another Calling Attention Motion raised by Opposition MLA Surjakumar Okram, the Chief Minister said the prolonged disruption caused by the COVID-19 lockdown and the conflict that began on May 3, 2023, had adversely affected the academic environment in the State. He said efforts are being made to compensate for the academic time lost during the period of disruption.
On the University Grants Commission’s (UGC) 12(B) status for Dhanamanjuri University, the Chief Minister said the Government was giving serious attention to the matter. He informed the Assembly that the proposal seeking 12(B) status was submitted to the UGC on May 13, 2026, while the necessary requirements, including recruitment-related matters, are currently being processed. He expressed hope that the university would receive the 12(B) status soon.
On recruitment to the Manipur Education Services, Khemchand said the service rules framed in 2012 had undergone necessary changes, including streamlining of the promotion process. The rules were subsequently amended during 2022-23, and the remaining process is expected to be completed after inspection by the Director and Commissioner concerned.
Regarding the recruitment of 1,100 primary teachers, the Chief Minister said the Diploma in Elementary Education (D.El.Ed.) programme is available only in a limited number of institutions across the country. Considering the limited availability of the programme, he said the Government’s recruitment policy allows selected candidates to complete the required qualification within five years.
The Chief Minister also informed the House that around 4,000 teachers are associated with the State Government, while the B.Ed. training institute at DM College has only 100 seats annually. He said the Government is exploring collaboration with IGNOU to provide B.Ed. training to the remaining teachers.
On scholarship and financial assistance for students of Dhanamanjuri University, the Chief Minister said the financial requirement is substantial, estimated at around Rs. 14 crore. The Government, he said, is currently examining an appropriate financial mechanism to provide the assistance at the earliest.
