SENAPATI, October 20, 2026: Three Poumai Naga organisations, a women’s body and the Poumai Naga Officers’ Association (PNOA) have expressed serious concern over the transfer of Tholu Rocky, Manipur Police Service (MPS), from his posting as In-charge Superintendent of Police (SP), Kamjong district, while condemning alleged misinformation and unverified claims circulated against the police officer on social media.
In separate statements issued on October 19 and 20, the organisations called on the Manipur government to clarify the grounds for Rocky’s transfer, examine the allegations through a fair and transparent process, and reconsider or revoke the decision if warranted.
The PNOA, in a statement dated October 19, referred to Transfer Order No. TP-5/2/2026-DP-DP dated October 18, 2026, and questioned what it described as the abrupt nature of the decision. The Association said the transfer reportedly followed allegations of partiality towards a particular community amid the prevailing conflict situation, adding that, to its knowledge, the allegations circulating on social media had not been substantiated by official findings.
While acknowledging the government’s authority to transfer officers, the PNOA emphasised the importance of administrative fairness and protecting public servants from unverified allegations and undue external pressure. It warned that decisions perceived to be influenced by unsubstantiated claims could undermine officers’ morale and public confidence in the administration.
The Association urged the government to clarify the grounds for the transfer and objectively review the decision, including its revocation if warranted. It also stressed that decisions concerning public officials should be guided by established principles of fairness, integrity, impartiality and accountability. The statement was issued by the Information and Publicity Cell of the PNOA.
Meanwhile, the Poumai Naga Union, Imphal (PNUI), Poumai Naga Naotumai Me, Imphal (PNNMI), and Poumai Naga Tsiidoumai Me, Imphal (PNTMI), in a joint condemnation statement dated October 20, denounced what they described as false, malicious and defamatory allegations against Rocky circulated on social media.
The three organisations urged the competent authorities to examine the matter promptly and uphold the principles of law in addressing the spread of unverified allegations. They also called on the state government to investigate the matter and take appropriate action against those found responsible for unlawful conduct.
Expressing concern over the potential influence of unverified social media content on administrative decisions, the organisations said the government should not base its decisions on allegations that had not been properly verified.
They further called for an objective review of Rocky’s transfer and urged the government to reconsider or revoke the decision if warranted, maintaining that administrative fairness, integrity and impartiality must be upheld.
Separately, the Poumai Naga Chilibai Naotoumai Me (Chilibai Naga Women Union), Senapati district, in a statement dated October 19, expressed deep concern over what it described as the alleged character assassination of Rocky, reportedly fuelled by misinformation, false narratives and unverified allegations circulated through fake social media accounts.
The women’s organisation said the spread of unverified information could damage individual reputations, undermine public trust and influence important administrative decisions. It urged the Manipur government to investigate the circumstances surrounding the allegations and Rocky’s subsequent transfer, ensuring that the truth is established through a fair, impartial and transparent process.
Emphasising the principles of natural justice, the organisation maintained that no individual should face prejudice or punitive consequences solely on the basis of unverified claims circulating on social media.
The union also stated that Rocky’s service and contributions should be assessed on the basis of facts and due process rather than rumours or malicious narratives. It called on the government to ensure that justice is not only done but is also seen to be done.
Appealing for peace and public confidence, the women’s body said accountability and peace must go hand in hand, while the protection of individual rights should remain fundamental amid social and political uncertainty.
It urged the government to take necessary steps to ensure justice, rebuild public confidence and work towards a peaceful and harmonious Manipur, warning against further loss of lives and the destruction of young people’s futures.
The statements collectively called for a fair examination of the allegations and the circumstances surrounding Rocky’s transfer, stressing that administrative decisions should be guided by verified facts, due process and established principles of fairness.
