Ukhrul, August 31: The Working Committee of the Tangkhul Naga Long (TNL) has questioned what it described as the failure of the State and Central governments to respond adequately to a series of alleged crimes and attacks against Naga civilians in Manipur, and demanded immediate statutory action, including the transfer of cases to the National Investigation Agency (NIA) or the constitution of a high-level Central commission.
In a press communiqué issued on August 31, 2026, the TNL accused the governments in Imphal and New Delhi of adopting what it termed a partisan approach towards the ongoing conflict in the hills of Manipur.
The organisation alleged that several Naga civilians had been subjected to abduction, ambushes, killings, destruction of property and other acts of violence, while, according to the TNL, many of the cases had not received the same level of investigation or intervention from Central agencies.
The Working Committee referred to two cases in which incidents involving Kuki victims were reportedly transferred or proposed for investigation by the NIA. It questioned why, according to the organisation, several cases involving attacks and killings of Naga civilians had not similarly been handed over to the Central investigating agency.
The communiqué listed a series of incidents that the TNL said had taken place between April and August 2026 across Ukhrul, Kamjong, Kangpokpi, Noney and other districts of Manipur.
Among the incidents cited was an alleged ambush along National Highway-202 near Litan Police Station in Ukhrul District on April 18, in which the organisation claimed that two Naga civilians were killed.
The TNL also referred to attacks on members of the Naga Village Guard during patrol duties near Sinakeithei village and Ringui Horei Hills in Ukhrul District in April and May, alleging that several persons were killed or injured in separate incidents.
The organisation further highlighted alleged attacks on Naga villages along the Indo-Myanmar border in Kamjong District, including Choro, Wanglee and Namlee villages, and claimed that houses were destroyed and civilians injured.
Particular reference was made to the abduction of 18 Liangmai Naga civilians, including women and a child, at Leilon Vaiphei in Kangpokpi District on May 13. The TNL alleged that six of the abducted men were later killed and their bodies recovered in June. According to the organisation, the NIA subsequently moved into the investigation in July.
The communiqué also listed other alleged incidents, including attacks on civilians from Dollang Chiru village in Noney District, an alleged ambush involving youths from Konsakhul village, the alleged abduction and killing of a village authority member in Noney District, and attacks on villages in Kamjong District.
The TNL further referred to alleged attacks on Tangkhul villages, including Huimin Thana and Kherongram, as well as an attack on Langka Naga farmers in August.
Regarding the August 27 ambush along the IT Road between Makui Ashang and Thanamba villages, the organisation alleged the involvement of Kuki militant groups and named individuals in connection with the attack. These allegations have been made by the TNL in its communiqué and would require verification by the competent investigating authorities.
The Working Committee claimed that, with the exception of the case involving the abduction and killing of the six Liangmai Naga men, the other cases cited in the communiqué had not been transferred to the NIA.
Raising a series of questions before the Government of Manipur and the Ministry of Home Affairs, Government of India, the TNL asked why the governments had allegedly remained silent over what it described as repeated crimes against Naga civilians and alleged external aggression in areas along the Indo-Myanmar border.
The organisation demanded immediate legal and statutory action in cases involving alleged abduction, looting, ambushes, killings, violence against women, harassment of children and arson.
It urged the State and Central governments to transfer the cases to the NIA or constitute a high-level Central commission to investigate the matters at the earliest.
The TNL also demanded that the governments address the losses suffered by Naga communities and provide rehabilitation and compensation for damages allegedly caused by violence and attacks, including in Choro, Wanglee, Namlee, Huimin Thana and Kherongram.
