Ukhrul, May 29, 2026: The Kuki CSO Working Committee, Ukhrul has strongly condemned what it termed as “state terror” allegedly unleashed on peaceful Kuki protesters at Shangkai on Friday morning.
In a press statement issued by its Department of Information and Media, the committee alleged that CRPF and Rapid Action personnel used excessive force against unarmed civilians, particularly women, during a protest demanding justice over the killing of three Kuki-Zo pastors and the alleged abduction of 14 Kuki civilians.
According to the statement, security forces allegedly fired multiple rounds of tear gas directly into a residential area around 9:07 am. The committee further claimed that protesters were assaulted and that a woman was shot in the head, leaving her in critical condition. It also alleged that tear gas was fired into a house where a 95-year-old woman had taken shelter, causing severe respiratory distress.
Calling the incident “state-sponsored terror and intimidation,” the committee accused the Manipur Government of failing to act on the alleged abduction of the 14 Kuki civilians and of ignoring repeated concerns raised by the Kuki-Zo community.
The committee demanded immediate medical treatment for all injured civilians, especially the woman reportedly shot in the head. It also called for an independent, time-bound judicial inquiry into the alleged action by CRPF and Rapid Action personnel.
Among its demands, the committee sought identification and arrest of the personnel who allegedly fired tear gas at the victim’s head, strict punishment of security personnel responsible for assaulting civilians, and intervention by the Ministry of Home Affairs to secure the release of the 14 abducted Kuki civilians.
The committee further demanded concrete guarantees against the alleged use of disproportionate force against Kuki-Zo civilians and an end to what it called selective treatment and deliberate neglect of Kuki-Zo concerns by the Manipur Government.
“The Kuki-Zo people are not second-class citizens,” the statement said, adding that peaceful protests cannot be met with bullets and tear gas.
The committee appealed to human rights organisations, tribal bodies, church leaders, civil society groups and democratic institutions to intervene and press the Government of Manipur and the Government of India to deliver justice without delay.
