Imphal, October 1, 2026: The Manipur State Cabinet, at its meeting held on Wednesday, approved a series of measures concerning compensation for Army and CAPF personnel, financial assistance to families of persons missing since the violence, constitution of the Fifth State Finance Commission and enhancement of pension for retired journalists.
According to a press note issued by the Government of Manipur, the Cabinet approved a proposal of the Home Department to enhance the ex-gratia payable to Army and CAPF personnel killed or injured while operating in Manipur.
Under the revised proposal, the rates will be brought on par with those applicable to State Police personnel—₹10 lakh for death, ₹2 lakh for permanent disability, ₹1 lakh for grievous injury and ₹20,000 for simple injury. The expenditure will be borne by the State Government.
The Cabinet also approved a proposal to provide ₹10 lakh each as a one-time special humanitarian measure to the families of 49 persons reported missing in connection with the violence since March 3, 2023.
The Government said the persons remain untraced despite sustained search efforts. Under existing law, a missing person is presumed dead only after seven years, while documents such as death certificates and post-mortem reports required for regular ex-gratia assistance are currently unavailable.
The Cabinet noted that the families of the missing persons have faced hardship comparable to that of families of deceased victims, who were paid ₹10 lakh each. The total financial requirement for the special assistance is estimated at ₹4.90 crore, which will be met from State funds.
The Cabinet further approved the constitution of the Fifth Manipur State Finance Commission for the period from 2026-27 to 2030-31.
The Commission will be constituted under Articles 243-I and 243-Y of the Constitution and will review the finances of Panchayats and Municipalities. It will recommend the sharing of State taxes and grants-in-aid with Panchayats, Autonomous District Councils and Municipalities.
The Commission will comprise a Chairperson and other members with experience in public affairs, along with a Secretary. The award period of the Fourth State Finance Commission will continue until the action taken report of the Fifth Commission is notified.
In another significant decision, the Cabinet approved a proposal of the Information and Public Relations Department to enhance pensions under the Manipur Working Journalists’ Pension Rules, 1996.
The monthly pension for retired journalists will be increased from ₹8,000 to ₹10,000, while the family pension for families of deceased journalists will rise from ₹5,000 to ₹7,000.
The Government said the existing rates were last revised in 2020 and no longer adequately reflected the present cost of living. The relevant rules will be amended to implement the revised pension rates.
With 20 beneficiaries in each category, the annual financial requirement is expected to increase from ₹31.20 lakh to ₹40.80 lakh.
The Cabinet decisions come amid continuing efforts by the State Government to revise financial assistance and welfare measures for affected families, security personnel and other sections of society.
