Imphal/Ukhrul, May 23: The Manipur Naga Youth Organisation (MNYO) and Foothills Naga Coordination Committee (FNCC) have jointly submitted a memorandum and ultimatum demanding the removal of Manipur Deputy Chief Minister Nemcha Kipgen from key portfolios, alleging misuse and unequal distribution of tribal development funds in the state.

In the memorandum addressed to top national leaders including the President of India, Prime Minister, Union Home Minister, Defence Minister, Finance Minister, Tribal Affairs Minister, Rural Development Minister, senior BJP leaders, RSS leadership, Governor of Manipur and the Chief Minister, the organisations alleged irregularities in the implementation of tribal welfare schemes under Article 275(1) of the Constitution.
The memorandum, dated May 23, 2026, specifically sought the removal of Nemcha Kipgen from the portfolios of Tribal Affairs & Hills, Panchayati Raj and Rural Development, while also demanding the reallocation of responsibilities to another minister stationed in Imphal or direct oversight under the Chief Minister.
According to the memorandum jointly signed by MNYO President DLL Naga, General Secretary Poudinlung Riarei, FNCC Convener Akhiu Ngaomai and FNCC Secretary B. Robin, the organisations accused the Deputy Chief Minister of allegedly favouring Kuki-dominated areas in the distribution of tribal development schemes and funds while neglecting several Naga-dominated hill districts.
The memorandum claimed that funds sanctioned for the fiscal years 2025–26 and 2026–27 under Article 275(1) were allegedly concentrated in Kangpokpi, Churachandpur and Pherzawl districts, particularly for infrastructure such as multipurpose community halls and other developmental projects. It further alleged that several Naga-majority districts, including Ukhrul, Kamjong, Senapati, Tamenglong, Noney, Tengnoupal and Chandel, were deprived of equitable allocation of tribal welfare funds.
The organisations also expressed concern that funds under Rural Development and Panchayati Raj departments could allegedly be misused in a similar manner, resulting in unequal developmental benefits across districts.
In their appeal, MNYO and FNCC urged the Government of India and Manipur Government to review, cancel and reallocate the alleged projects and schemes to ensure equal distribution of funds among all tribal districts under constitutional provisions.
The memorandum also issued an ultimatum demanding action before May 31, 2026. It warned that failure to act within the stipulated time could lead to various forms of democratic agitation in the “general public interest.”
The organisations further alleged that public concerns regarding transparency and accountability in tribal fund implementation should be addressed immediately. They urged authorities to initiate necessary measures to ensure fair and equitable development across all hill districts of Manipur.
Meanwhile, no official response had been issued by the office of Deputy Chief Minister Nemcha Kipgen or the Government of Manipur regarding the allegations at the time of filing this report.
