Ukhrul, September 2: The Deputy Commissioner of Ukhrul District, Uppuluri Chaitanya, IAS, has directed all concerned departments and authorities to ensure strict implementation of the Solid Waste Management Rules, 2026 across the district.
The directive was issued through a notice dated August 28, 2026, from the Office of the Deputy Commissioner, Ukhrul District, in pursuance of the Supreme Court order dated August 18, 2026, in Civil Appeal No. 6174 of 2023, Bhopal Municipal Corporation vs. Dr. Subhash C. Pandey & Ors., along with Civil Appeal No. 7728 of 2023.
According to the notice, District Level Officers (DLOs) have been directed to identify all Bulk Waste Generators (BWGs) within their respective jurisdictions in cooperation with the CEO/UADC within six weeks. The CEO/UADC has also been instructed to inform BWGs about their obligations under the Solid Waste Management Rules, 2026 and the consequences of non-compliance.
The notice states that BWGs are required to establish the necessary waste-management facilities and report their compliance online to the CEO/UADC for inspection and onward submission to the Deputy Commissioner.
The administration has further warned that non-compliance could lead to the temporary disconnection of water or electricity supply, as provided under the directions, until the concerned waste generator brings its waste-management practices into compliance and submits the required compliance certificate.
The notice also calls for greater public participation in solid waste management. The CEO/UADC has been directed to encourage the participation of NGOs, NSS groups and students in implementing the rules and to ensure that waste generated is properly accounted for, including identifying unaccounted waste and measures taken to achieve full basic participation by stakeholders.
Teachers and other community “sentinels” have also been urged to actively participate in changing public attitudes and practices towards solid waste management in the district.
In another significant directive, the ZEO and Principal of Pettigrew College have been instructed to immediately integrate both theoretical and practical knowledge of solid waste management into student education. Students are to be trained to educate their family members, while teachers are also to be trained as trainers. Periodic audits are to be conducted by the ZEO, with reports submitted to the Deputy Commissioner, Ukhrul.
The notice further directs the DIO/NIC to upload geotagged photographs showing waste accumulation along with monthly compliance reports on the district website, while the DIO/DIPR has been asked to facilitate wider publicity.
All Heads of Departments in Ukhrul District have been directed to submit their monthly compliance reports on or before the 5th of every month.
The district administration has already published information on the implementation of the Solid Waste Management Rules, 2026 on the official Ukhrul district website, including requirements for segregation of waste by government departments and establishments.
The latest directives mark a stronger push by the Ukhrul district administration towards accountability, public participation and systematic waste management, with government departments, educational institutions, bulk waste generators and citizens expected to play a role in keeping the district clean and environmentally sustainable.
