Ukhrul, June 18, 2026: The Deputy Commissioner of Ukhrul district has directed the Superintendent of Police, Ukhrul, to inquire into a memorandum submitted by the Kuki CSO Working Committee, Ukhrul, over alleged restrictions on the transportation of essential commodities to Kuki-Zo inhabited areas in the district.
The memorandum, dated June 16, 2026, was submitted to the Deputy Commissioner by the Kuki CSO Working Committee, Ukhrul, expressing serious concern over what it described as continued restrictions on the supply of essential goods since the outbreak of violence.
Following the submission, Deputy Commissioner Uppuluri Chaitanya, IAS, in a letter dated June 18, 2026, forwarded the memorandum to the Superintendent of Police, Ukhrul District. The DC requested the SP to inquire into the matter, take necessary action to ensure free movement, and furnish a report to the office of the undersigned at the earliest.
The subject of the memorandum was “Immediate intervention for ensuring uninterrupted supply of essential commodities to Kuki-Zo inhabited areas in Ukhrul District.”
In the memorandum, the Kuki CSO Working Committee alleged that a “selective economic blockade” at Wunghon had targeted goods meant for Kuki-Zo areas. It stated that the matter had been repeatedly brought to the notice of the district administration, but alleged that the issue was not effectively resolved.
The committee further claimed that action taken earlier, including the dismantling of a temporary shade reportedly used by Tangkhul women bandh enforcers, proved inadequate as it neither removed the obstruction nor ensured sustained and secure movement of goods.
It also mentioned that village volunteers restricted movement of vehicles at Shangkai on May 4 and May 5, 2026. Following the incident, the committee said assurances were given by the district administration and police regarding free movement of goods for all communities without discrimination.
However, the committee alleged that supply remains unequal in practice. It claimed that essential commodities, including LPG, fuel, rice and other necessities, continue to be transported to Tangkhul areas under heavy security escort, while Kuki-Zo areas remain dependent on neutral middlemen operating under threats and intimidation.
The memorandum also cited an incident on June 15, 2026, at Yaingangpokpi, where goods worth approximately ₹50,000, reportedly being transported by a neutral middleman for Kuki-Zo areas, were allegedly confiscated by Tangkhul bodies. The committee claimed there was no effective intervention from the concerned authorities.
In view of the situation, the Kuki CSO Working Committee urged the district administration to ensure uninterrupted and non-discriminatory movement of essential commodities to Kuki-Zo inhabited areas. It also requested security escort and administrative facilitation for supply routes wherever necessary.
The committee further demanded strict action against any obstruction of essential goods, irrespective of affiliation, and called for the establishment of a credible and permanent mechanism to guarantee equal supply access to all communities.
The memorandum warned that if the district administration failed to put in place an effective and tangible solution to the prevailing issue by June 18, 2026, the committee may be compelled to resort to democratic forms of agitation, including economic blockade along NH-202, to safeguard the interests of the affected population.
The memorandum was signed by Alund Khongsai, Convener, and Jangkhohao Khongsai, Secretary of the Kuki CSO Working Committee, Ukhrul.
Copies of the memorandum were also marked to Pi Nemcha Kipgen, Hon’ble Deputy Chief Minister, Government of Manipur; the Superintendent of Police, Ukhrul District; and the Commander, 44 Brigade, for information and necessary action.
Meanwhile, the Deputy Commissioner’s forwarding letter was also copied to the Staff Officer to the Chief Secretary, Government of Manipur; the Kuki CSO Working Committee, Ukhrul; and the relevant file.
