Senapati, October 19, 2026: Several Naga organisations, including the Senapati District Students’ Association (SDSA), Naga People’s Organisation (NPO) and Poumai Naga Union (PNU), have expressed serious concern over the reported transfer of Tholu Rocky, MPS, Superintendent of Police (SP), Kamjong, questioning the transparency and fairness of the decision.
In separate statements issued on October 19, the organisations questioned the circumstances surrounding Rocky’s transfer, reportedly following allegations circulated on social media. They urged the Government of Manipur to ensure transparency, impartiality and due process in administrative decisions affecting public officials.
The organisations described Rocky as a professional and dedicated officer and expressed concern that unverified allegations could damage his reputation and undermine public confidence in the administration. The PNU called on the state government to issue an official clarification and ensure a fair and impartial inquiry.
The NPO similarly questioned whether the transfer decision was influenced by external pressure and maintained that no officer should face arbitrary treatment or professional disadvantage because of community identity. It urged the government to uphold constitutional principles and ensure that administrative decisions are based on merit and the public interest.
SDSA Questions Government’s Administrative Fairness
The Senapati District Students’ Association strongly criticised what it described as the government’s selective approach to administrative decisions.
The association questioned why action was reportedly taken against Rocky within a short period following the circulation of allegations, while longstanding grievances raised by the people of Senapati district concerning Thangkhochon Haokip, Additional Superintendent of Police (Law and Order), Senapati, had allegedly remained unresolved.
According to the SDSA, complaints against Haokip include allegations of communal partiality and misconduct. The association also questioned his continued responsibility for law and order in Senapati, alleging that he had not reported to the district or attended his designated office for months.
The SDSA demanded the immediate removal of Haokip from his present posting, clarification regarding the circumstances surrounding Rocky’s transfer, and an explanation for the alleged lack of action on representations submitted by the people of Senapati district.
The association warned that continued disregard for these grievances could compel it to intensify its collective agitation. It further maintained that development initiatives and official assurances could not substitute for justice, accountability and fair governance.
NPO Expresses Concern Over Transfer
The Naga People’s Organisation, Senapati, expressed deep concern over the reported immediate transfer of Rocky.
The organisation stated that Rocky’s professional conduct and service record were known to officers and members of the public from his previous posting as Additional Superintendent of Police, Kangpokpi.
The NPO argued that allegations against a public official should be carefully examined before administrative action is taken. It cautioned the government against decisions allegedly influenced by external pressure and urged the authorities to uphold the rule of law.
The organisation also warned that public dissatisfaction could escalate if the government failed to address the concerns raised by the Naga community.
PNU Seeks Official Clarification and Fair Inquiry
The Poumai Naga Union condemned what it described as a false, malicious and defamatory campaign against Rocky on social media.
In its statement, the PNU expressed concern that the allegations could damage the officer’s personal dignity and professional reputation. It urged the state government to issue an official clarification, investigate the matter fairly and initiate appropriate legal action against those responsible wherever warranted by law.
The union maintained that no government officer should be subjected to character assassination or administrative prejudice based on unverified allegations.
It also appealed to the authorities to take reasonable and lawful preventive measures to prevent the situation from escalating and to preserve peace and public confidence.
Organisations Demand Accountability
Across their separate statements, the organisations emphasised the need for impartial administration, transparent decision-making and equal consideration of grievances raised by Naga communities.
The SDSA demanded that the government explain the circumstances surrounding Rocky’s transfer and address the longstanding complaints concerning the Senapati district administration. The NPO called for fairness and accountability, while the PNU urged timely intervention to safeguard institutional integrity and prevent further tensions.
The organisations maintained that public trust could only be restored through transparent governance, due process and a fair response to public grievances.
Note: This report combines statements issued by the SDSA, NPO and PNU on October 19, 2026. Allegations concerning individuals and administrative decisions are attributed to the respective organisations and have not been independently verified for this report.
