Ukhrul, June 29: The Lunghar Village Authority has expressed serious concern over the delay in the implementation of the Shirui Heritage Development Project, warning that the long-awaited initiative is now “on the brink of disaster” due to ongoing legal disputes and procedural bottlenecks.
In a statement issued on Sunday, the Village Authority reiterated that its only objective is the timely execution and successful completion of the project, which covers development works in Shirui, Jorcheng (Lunghar Village), and Bakshi Ground (Hungpung) for the benefit of the people of Ukhrul district.
The authority stated that M/S Nongmaithem Enterprises was reportedly disqualified during the tender evaluation process after allegedly submitting fraudulent documents, including claims related to the completion of the Senapati District Court construction project. According to the statement, the matter is being dealt with under the General Conditions of Contract (GCC), and a show-cause notice was issued by the DRDA Ukhrul.
It further claimed that the approval of the work order was made through the High Tender Committee and not solely by the DRDA. The authority also noted that the project’s foundation stone was laid on April 17, 2026, in the presence of the Chief Minister of Manipur, Deputy Chief Minister, Tourism Minister, local MLA, and other legislators.
The Village Authority alleged that repeated litigation challenging the awarded work order has significantly delayed the project. It further claimed that several letters were submitted seeking cancellation of the tender despite knowledge that the project had strict financial-year utilisation targets. According to the statement, a case before the High Court of Manipur was later dismissed and withdrawn.
The authority also criticised what it described as the misuse of Right to Information (RTI) applications, alleging that repeated RTI filings and court cases were being used to obstruct the project’s progress and create administrative hurdles for executing agencies and contractors.
Appealing to the public, government departments, stakeholders, and the local MLA, the Village Authority urged all concerned to support the project’s timely completion and avoid actions that could derail a development initiative of significant public importance.
The statement concluded by affirming that all technical and contractual issues should be resolved through lawful and transparent procedures while warning against continued attempts to delay a project that it believes will be a major milestone for tourism and development in Ukhrul district.
