Imphal, July 14, 2026: The Public Works Department (PWD), Manipur, on Tuesday highlighted the progress of major road, bridge, public building and urban infrastructure projects being implemented across the State.
Officials presented the updates during the third session of the Directorate of Information and Public Relations’ “Meet the Press” programme held at the DIPR Auditorium, Nityaipat Chuthek, Imphal.
The department was represented by Project Director of Externally Aided Projects and Additional Chief Engineer-III Ch. Uttam Singh; Additional Chief Engineer-I Dr. Ng. Senior; Superintending Engineer for National Highways, CRIF and NEC Ajmida Sahani; Superintending Surveyor of Works Th. Komol Singh; and Surveyor of Works L. Vivek Roy.
Addressing media persons, Ch. Uttam Singh said the department is undertaking extensive infrastructure development works to strengthen connectivity, improve public facilities and accelerate socio-economic development in Manipur.
PWD is responsible for maintaining and improving nearly 10,000 kilometres of roads, around 100 bridges and several administrative and residential buildings across the State.
The department is implementing projects under the Central Road and Infrastructure Fund, Rural Infrastructure Development Fund-NABARD, Scheme for Special Assistance to States for Capital Investment, Ministry of Development of North Eastern Region, National Highways, North Eastern Council, externally aided projects, the State Budget and deposit works.
Under the Central Road and Infrastructure Fund, 15 road projects sanctioned during the 2020–21 financial year have largely been completed. Projects sanctioned during 2023–24 and 2024–25 are at different stages of implementation.
Four bridges sanctioned under the Setu Bandhan Bridge Scheme during 2023–24 are also under construction.
Several road and bridge projects sanctioned under the Rural Infrastructure Development Fund between 2020–21 and 2023–24 have been completed, the department said.
₹174.59 Crore for Roads in 11 District Headquarters
Under the Special Assistance to States for Capital Investment scheme, rigid pavement roads covering nearly 100 kilometres are being constructed in 11 district headquarters at an estimated cost of ₹174.59 crore.
PWD is also constructing 10 working women’s hostels across the State at a cost of ₹149 crore.
The department informed that 321 development projects covering all 60 Assembly constituencies were sanctioned during the 2025–26 financial year at an estimated cost of ₹319.75 crore.
PWD currently maintains 292.64 kilometres of National Highways in Manipur. Improvement works are underway along NH-137A, NH-102A, NH-02, NH-37, NH-202 and NH-102.
The North Eastern Council has also sanctioned several infrastructure projects, including road improvement works and the construction of an International Convention Centre at Keikol at an estimated cost of ₹166.87 crore.
Imphal Ring Road Project Estimated at ₹1,660 Crore
Highlighting the proposed Imphal Ring Road Project, Uttam Singh said the Asian Development Bank-assisted project is intended to reduce chronic traffic congestion in central Imphal and develop a sustainable urban transport network.
The ₹1,660-crore project will cover 51.23 kilometres, comprising 33.73 kilometres of existing roads and 17.50 kilometres of greenfield roads.
The project includes three major bridges, six minor bridges, drainage systems, footpaths, improved junctions, road safety measures and the introduction of electric buses and e-rickshaws.
However, the department clarified that the loan agreement with the Asian Development Bank has not yet been signed.
The construction period has been proposed at two years and four months, followed by five years of maintenance.
PWD is also implementing several public building projects, including a Modern Forensic Laboratory at Pangei, a District Sports Complex at Kangpokpi, a Multipurpose Indoor Hall and Cycling Velodrome at the Khuman Lampak Sports Complex and a District Court Building at Churachandpur.
Greater Imphal Urban Road Project Records 15 Per Cent Progress
The department also provided updates on the Manipur Urban Road, Drainage and Asset Management Improvement Project, an Asian Infrastructure Investment Bank-funded initiative aimed at upgrading roads, drainage systems and road asset management across Greater Imphal.
The project covers 547.28 kilometres of roads in municipal areas and 77 villages across Imphal East and Imphal West districts, covering an area of 135.29 square kilometres.
The total project cost is estimated at ₹3,647 crore, of which civil works account for ₹2,883 crore.
The project is being implemented across 16 Assembly constituencies through four packages.
It seeks to address road damage caused by weak subgrades, inadequate drainage, low bearing capacity and heavy monsoon rainfall by replacing deteriorated roads with rigid concrete pavements designed to last for 30 years.
The project also includes lined drainage systems, utility corridors, walkways, junction improvements, road safety installations, construction of new bridges, rehabilitation of existing bridges and the introduction of a Road Asset Management System.
The asset management system will use artificial intelligence, remote sensing, drones, geographical information systems and mobile applications to build a comprehensive database of roads and bridges.
According to the department, Package-I has achieved 12.80 per cent physical progress, Package-II 20.13 per cent, Package-III 12.20 per cent and Package-IV 14.20 per cent.
The overall physical progress of the project stands at 15 per cent, while ₹317 crore has been spent so far.
PWD officials expressed confidence that the project would improve urban mobility, strengthen climate-resilient infrastructure and establish a modern road maintenance and management system in Greater Imphal.
The programme concluded with an interactive session during which officials responded to questions from media representatives regarding ongoing and proposed infrastructure projects in Manipur.
