Imphal, July 21, 2026: The Tribal Youth Council Manipur (TYCM) has welcomed the decision of the Employment Exchange Department, Government of Manipur, to introduce an online system for the sponsorship and submission of candidates against notified vacancies.
In a press communiqué issued on Tuesday, the council expressed appreciation to the state government and the Employment Exchange Department for acting on its demand to make employment-related services accessible online, particularly for job seekers residing in the hill districts.
According to the TYCM, the Employment Exchange Department issued a notification on July 20 stating that the sponsorship and submission of candidates against notified vacancies, along with the issuance of Employment Seeking Certificates, will be carried out exclusively through the E-Seba Manipur portal from July 24, 2026.
The council said the online services will be available only through new X-10 cards generated on the E-Seba Manipur portal. The old X-10 cards issued through the previous government services portal will become invalid from July 24.
The TYCM has, therefore, advised all job seekers in Manipur to register on the new portal and obtain updated X-10 cards to access employment sponsorship and other related services.
Recalling its earlier intervention, the council said it had submitted a representation to the Additional Director of the Employment Exchange Department and consistently urged the authorities to introduce an online mechanism in view of the prevailing situation in Manipur.
It highlighted that job seekers in the hill districts have been facing serious difficulties in physically visiting their respective District Employment Exchange Offices because of disruptions in transportation, restrictions on inter-district movement and continuing security concerns.
The council observed that different communities are currently residing in separate districts and that travelling between districts remains extremely difficult due to the volatile situation. These circumstances, it said, have prevented many eligible candidates from obtaining sponsorship for vacancies notified by various government departments.
TYCM said the online system would provide substantial relief to job seekers who have been unable to visit employment exchange offices in person.
The council further expressed confidence that the initiative would improve accessibility, transparency and convenience in the employment sponsorship process while ensuring that candidates from remote and conflict-affected areas are not deprived of job opportunities.
