The Lunghar Village Authority has appealed to the Government of Manipur and all concerned authorities to ensure the protection and timely implementation of the Shirui Heritage Development Project, a major tourism and infrastructure initiative aimed at benefiting the people of Ukhrul district.
In a representation submitted to the Hon’ble Chief Minister of Manipur, the Lunghar Village Authority stated that the project represents a rare opportunity to strengthen tourism infrastructure, generate livelihood opportunities, preserve cultural heritage and promote socio-economic development in the region.
According to the representation, the project covers developmental works in Shirui Village, Jorcheng in Lunghar Village, and Bakshi Ground in Hungpung Village. Following a competitive e-tender process conducted by DRDA Ukhrul, the work was awarded to Bhartia Infra Projects Limited.
The Village Authority stated that after the tender process, several representations, court cases and RTI applications were filed challenging various aspects of the project and tender proceedings. It said official records indicate that representations were submitted to the Government by Shri Vaorei Avungshi on behalf of M/s Nongmaithem Enterprises and were also forwarded by Hon’ble MLA Shri Ram Muivah seeking a review of the tender process.
The representation further stated that the related writ petitions challenging the tender process were subsequently withdrawn. However, it noted that despite the withdrawal of the petitions and subsequent clarifications by the concerned parties, additional RTI applications concerning the Shirui Heritage Development Project continued to be filed.
Records, according to the Village Authority, indicate that Shri Kaphungshang Vashim of Shangshak Village and Shri Avungshi Philip Soso submitted RTI applications seeking extensive tender and project-related documents from DRDA Ukhrul.
While stating that it fully supports transparency and accountability in public projects, the Lunghar Village Authority expressed concern that repeated complaints, proceedings and information requests on matters already examined by competent authorities may place significant administrative burdens on executing agencies and contribute to avoidable delays in project implementation.
The Village Authority urged the Government to take appropriate measures to prevent repeated and unmeritorious attempts to obstruct or delay developmental projects in Ukhrul district through successive complaints, litigation and RTI proceedings after relevant issues have already been examined by competent authorities and the courts.
It also appealed to the Government to examine whether repeated and overlapping RTI applications, complaints and legal proceedings concerning the project, allegedly from individuals with vested interests, are serving the larger public interest or are contributing to avoidable delays in implementation.
The representation stated that continuous proceedings place significant administrative burdens on executing agencies, engineering departments and contractors, diverting valuable time and resources away from project execution and creating uncertainty that affects progress on the ground.
The Lunghar Village Authority further urged all stakeholders, including the media and public representatives, to prioritise the welfare and development of the people of Ukhrul district by supporting transparency, quality monitoring and accountability through constructive engagement rather than actions that may unnecessarily delay public infrastructure projects.
It also called upon the Government to protect public development initiatives from unnecessary delays.
“We remain committed to supporting lawful oversight, transparency, and public accountability while safeguarding development initiatives that serve the larger interests of the people. We trust that the Government will take appropriate steps to ensure the successful and timely completion of this important project,” the representation submitted to the Chief Minister by LW. Mataisang, Headman of Lunghar Village, Ukhrul district, stated.
Speaking to media persons, Vareiso LW, Secretary of Lunghar Village Authority, informed that a total amount of Rs. 5 crore has been allotted for the construction of an amenities block consisting of 10 rooms, a cafeteria hall, watch tower, trekking path, camping tomb and fencing of the area at Jorcheng, Lunghar Village.
On behalf of the Lunghar Village Authority and the villagers, Vareiso LW expressed gratitude to the Government for allotting what he described as a prestigious project for the village and the wider community.
He said the work is progressing smoothly and appealed to the Hon’ble Chief Minister for kind intervention against any form of disturbance so that the project can be completed smoothly and on time.
“This is a one-time project that could greatly benefit the community. I humbly request everyone not to delay or disturb the project,” Vareiso LW added.
