Khanuithot-Khon (Voice of the Naga Youth), a youth body from Manipur’s Ukhrul district, has submitted a memorandum to Prime Minister Narendra Modi alleging unconstitutional and biased conduct by Central Security Forces in the hill districts of Ukhrul and Kamjong. The memorandum, dated April 14, 2026, seeks immediate legal and administrative intervention over what it describes as serious lapses in security operations.
In the memorandum, the organisation alleged that certain units of the Central Security Forces had failed to act impartially in the ongoing conflict situation involving Naga and Kuki refugee-linked militant elements. It claimed there had been differential application of force, instances of intimidation and coercion, and a failure to prevent unlawful armed activity despite the alleged capacity to do so.
The group said these actions, if established, could amount to violations of constitutional guarantees under Articles 14 and 21, and raise questions under Article 355 regarding the Union’s duty to protect states from internal disturbance. It also said the matter may warrant judicial review under Articles 32 and 226.
The memorandum referred to a hybrid security meeting held on March 20, 2026, chaired by Union Home Minister Amit Shah and attended by the Chief Minister and Governor of Manipur, during which directions were reportedly issued to prevent movement of armed groups, carry out search operations, and recover looted arms by the end of May. The group alleged, however, that the ground situation suggests operational gaps and that some SoO cadres may be functioning beyond designated camps.
Khanuithot-Khon has demanded a time-bound, independent inquiry led by a sitting or retired High Court judge into allegations of bias, misconduct, and possible dereliction of duty by central forces in the two districts. It also called for clear directives on neutrality, stronger accountability mechanisms, and a review of current deployment structures.
The memorandum said continued inaction could deepen mistrust and erode public confidence in the rule of law. It added that if the concerns are not addressed, affected stakeholders may pursue legal remedies, including petitions before constitutional courts.
In its closing, the organisation said the appeal was not an act of defiance but a call for justice, accountability, and restoration of public trust. Copies of the memorandum were also marked to Union Home Minister Amit Shah, Manipur Chief Minister Yumnam Khemchand Singh, and Governor Ajay Kumar Bhalla.
