Ukhrul, June 10: A one-day Electoral Sensitisation Programme on the Special Intensive Revision (SIR) of the Electoral Roll 2026 was conducted at Pettigrew College on Wednesday. The programme was organized by the Election Literacy Club (ELC) and the Internal Quality Assurance Cell (IQAC) of Pettigrew College in collaboration with the Chief Electoral Officer (CEO), Manipur.


Speaking at the programme, Asst. Prof. Dr. Sina Khayi Lamlang highlighted the significance of the Special Intensive Revision process in ensuring an accurate, inclusive, and updated electoral roll. She stated that the SIR exercise is a crucial step towards strengthening democracy by ensuring that every eligible citizen is enrolled while preventing the inclusion of ineligible persons in the electoral database.
Explaining the process, Dr. Lamlang said that the SIR broadly consists of five phases: Enumeration Phase, Draft Roll Publication, Claims and Objections Phase, Final Roll Publication, and Appeal Period. The exercise aims to create a comprehensive and error-free electoral roll across Manipur.
She outlined several key features of the SIR programme. According to her, all electors who submit their Enumeration Form (EF) will be included in the draft electoral roll. However, electors who fail to submit the EF may not be included in the roll. She emphasized that no elector’s name will be deleted from the draft electoral roll without first being given an opportunity for a hearing.
Dr. Lamlang further informed participants that provisions have been made for a two-tier appeal mechanism, allowing aggrieved individuals to appeal to the District Magistrate (DM) and subsequently to the Chief Electoral Officer (CEO) if necessary.
For first-time voters and new electors, she explained that Form 6 along with a declaration form must be submitted for enrolment. She also noted that Electoral Registration Officers (EROs) have been instructed to ensure that no eligible citizen is left out of the electoral roll while simultaneously ensuring that no ineligible person is included.
The programme also highlighted that electoral rolls prepared during the last intensive revision serve as important evidence of eligibility and carry a presumption of citizenship. EROs will verify cases where details do not match the records available from the previous SIR exercise.
To facilitate the process, partially pre-filled Enumeration Forms will be distributed to electors. In addition, Booth Level Officers (BLOs) will make at least three visits to households to collect the completed forms and assist voters during the revision process.
Encouraging students to actively participate in the democratic process, Lamlang noted that voter registration and electoral services have now become increasingly digitized. She urged all eligible students to enroll themselves and verify their electoral details through the official website (www.ceomanipur.nic.in) of the Chief Electoral Officer, Manipur,
