Noney, June 12: The Joint Tribes’ Council Manipur (JTCM), representing the Inpui, Liangmai, Rongmei and Zeme communities, has made an urgent appeal to the Chief Minister of Manipur seeking immediate helicopter (chopper) service between Noney district and Imphal, citing a worsening humanitarian and economic crisis triggered by the ongoing communal conflict.
In a formal representation submitted on June 9, JTCM stated that the law and order situation and repeated disruptions along the crucial NH-37 route through Kangpokpi have made ground transportation highly unreliable, dangerous, and frequently inaccessible.

The council highlighted that the prolonged blockade and insecurity on the highway have severely impacted the daily lives of residents, especially critically ill patients requiring urgent medical attention such as dialysis, cancer treatment, obstetric care, and trauma intervention. According to JTCM, many patients have been unable to reach hospitals in Imphal on time, with ambulances often delayed or turned back for days.
The memorandum further pointed out that the crisis has crippled the local economy, affecting farmers, traders, small businesses, and government officials. Students have also reportedly missed important examinations due to travel restrictions, while administrative coordination with the state capital remains paralyzed.
Describing Noney as a vulnerable hill district with limited alternative routes, the council warned that continued disruption of NH-37 has effectively isolated the district, trapping its population in uncertainty and hardship.
JTCM emphasized that an emergency helicopter service would not only provide a critical lifeline for medical emergencies but also help restore minimal economic activity and administrative connectivity.
“We are at a point where our sick are dying not from illness, but from isolation; our economy is collapsing not from competition, but from closure,” the memorandum stated, urging the government to act without delay.
The appeal was jointly signed by JTCM convenor and co-convenors, including leaders of the Inpui Naga Union, Rongmei Naga Council, Zeme Naga Council, and Liangmai Naga Council.
Copies of the memorandum have also been forwarded to the MLA of Nungba AC, Commissioner of Transport, Deputy Commissioner of Noney, Superintendent of Police, and media houses.
