Senapati, June 12: The United Naga Council (UNC) has formally submitted a Charter of Demands to Union Home Minister Amit Shah, seeking immediate intervention and justice over the brutal killing of six Naga hostages allegedly by KNF-P militants and Leilon Vaiphei villagers.
In a strongly worded memorandum dated June 12, addressed through the Deputy Commissioner of Senapati, the UNC described the killings as a “cold-blooded” and “barbaric” act that has deeply shaken the Naga people and intensified anger across Naga-inhabited areas.

According to the memorandum, the six Naga civilians were abducted on May 13, 2026, and their mortal remains were recovered on June 10 in a “highly mutilated and dismembered condition.” The UNC stated that the recovery of the bodies came despite the earlier humanitarian release of 14 Kuki detainees by Naga village guards on June 9, raising expectations of reciprocal goodwill.
Calling the incident a direct challenge to the collective dignity and security of the Naga people, the UNC declared that the bodies of the six victims would not be received until the Government of India addresses its demands.
Key Demands Raised by UNC:
- Immediate abrogation of the Suspension of Operations (SoO) Agreement with all Kuki militant groups.
- Arrest and prosecution of all KNF-P members allegedly involved in the abduction and murder of the 18 Naga civilians, including the six deceased.
- Immediate arrest of individuals from Leilon Vaiphei village, including its chief and others accused of complicity.
- Arrest of a serving Manipur Police personnel allegedly linked to the abduction and killings.
- Declaration of KNF-P as a terrorist organization.
- Immediate removal of Manipur Deputy Chief Minister Nemcha Kipgen, citing alleged conflict of interest due to family links with the KNF-P leadership.
The memorandum, jointly signed by UNC President Ng. Lorho and General Secretary Vareiyo Shatsang, was also copied to the Governor of Manipur and the Advisor to the Ministry of Home Affairs for the Northeast.
The UNC asserted that decisive action from the Centre is crucial to restoring public trust and ensuring justice for the bereaved families, warning that continued inaction could further deepen tensions in the region.
