Tamenglong, June 4: The Joint Tribes’ Council Manipur (JTCM), representing the Inpui, Liangmai, Rongmei and Zeme communities, has submitted a memorandum to Union Home Minister Shri Amit Shah seeking urgent intervention over a series of alleged attacks, abductions and security concerns affecting Naga villages in Manipur. The memorandum, dated June 3, 2026, was submitted through the Deputy Commissioner of Tamenglong district and highlighted what JTCM described as a deteriorating security situation in Naga-inhabited areas of the state. According to the council, six Naga civilians were allegedly abducted on May 13, 2026, by individuals from Leilon Veiphei Kuki refugee village in alleged collusion with armed Kuki militants. JTCM stated that the whereabouts of the abducted persons remain unknown, creating fear and uncertainty among local communities.

The memorandum also cited several incidents of violence in Noney district, including the killing of a Naga villager identified as Lt. Mr. Wilson Thanga and injuries sustained by others in separate attacks. JTCM further alleged that armed assailants targeted Naga farmers engaged in agricultural activities in areas near Tupu and Khoupum Sub-Division. In another incident mentioned in the memorandum, the council claimed that three young Naga villagers were attacked while inspecting a blocked water pipeline near Konsakhul village on May 31. The memorandum alleged that the pipeline was subsequently damaged and contaminated, affecting the community’s primary source of drinking water.
Key Demands Raised by JTCM
The council urged the Union Home Minister to take immediate steps, including:
- Safe rescue and recovery of the six abducted Naga civilians.
- Arrest and prosecution of those allegedly involved in the abductions, attacks and contamination of water sources.
- Deployment of additional security forces in vulnerable Naga villages.
- Compensation and rehabilitation for victims and affected families.
- Review and abrogation of alleged Suspension of Operations (SoO) camps operating in Naga areas.
- Immediate testing, purification and restoration of contaminated drinking water supplies.
- A high-level inquiry into allegations concerning Deputy Chief Minister Nemcha Kipgen, as mentioned in the memorandum.
JTCM stated that swift intervention by the Centre is necessary to prevent further violence, restore public confidence and ensure the safety of civilians. The council also requested an urgent meeting with concerned authorities to discuss implementation of the demands. The memorandum was jointly signed by JTCM leaders, including Convener Merhao Inka, General Secretary Dr. Aku Newmei, and co-convenors representing the Inpui, Liangmai, Rongmei and Zeme communities. Copies of the memorandum were also forwarded to the Chief Minister of Manipur and the Director General of Police for necessary action.
