Imphal, June 1: The Tribal Youth Council Manipur (TYCM) has strongly objected to the ongoing offline recruitment processes being conducted by various government departments and agencies in the state, stating that the practice is creating significant hardships for job aspirants, particularly those residing in the hill districts.
In a press communiqué issued on Monday, TYCM stated that the Manipur Legislative Assembly Secretariat, the Department of Art and Culture, along with several other government departments, public sector undertakings (PSUs), and statutory bodies, are currently conducting recruitment exercises through offline submission and receipt of application forms. According to the council, this has made it difficult for many candidates from hill districts to collect and submit applications within the prescribed deadlines due to the prevailing law and order situation in the state.
The organisation pointed out that the ongoing unrest and disruption of transportation services in the hill districts have severely affected the mobility of job seekers, resulting in unequal access to employment opportunities. It further noted that offline recruitment procedures have led to long queues at government offices, causing additional financial burdens and wastage of time for applicants.
TYCM also highlighted issues related to the Employment Exchange system. While registration is conducted online, the entry of Employment Sponsoring Numbers continues to be handled offline by District Employment Exchange Offices. The council argued that this process creates unnecessary inconvenience and called for the complete digitisation of the system to ensure ease of access for applicants.
The organisation further raised concerns regarding the issuance of essential documents such as Income Certificates, Caste Certificates, Residential Certificates, and Domicile Certificates. It alleged that applicants are required to undergo lengthy procedures involving multiple documents, Village Authority recommendations, and verification from concerned Lambus, resulting in delays and difficulties in completing official formalities within stipulated timelines.
TYCM contended that Aadhaar, with its digitally verified data available through the UIDAI portal, should be accepted as a valid proof document for processing such certificates, thereby reducing bureaucratic hurdles and expediting approvals.
Citing Article 16 of the Constitution of India, which guarantees equal opportunity in matters of public employment, the council asserted that unequal access to recruitment opportunities constitutes a violation of constitutional principles. It urged the Government of Manipur to ensure equal opportunities for all citizens through transparent and accessible online systems.
The council informed that representations regarding the matter were submitted to the Chief Secretary of Manipur and the Secretary of the Manipur Legislative Assembly on May 29, 2026. A similar representation was also submitted to the Chief Minister of Manipur on June 1.
TYCM warned that the tribal people of Manipur would not accept recruitment processes conducted through offline mode and reiterated its demand for the adoption of online application systems to ensure fairness, accessibility, and equal opportunity for all job aspirants across the state.
